「County」は、古フランス語の “conté” を経て、ラテン語の「comitatus」に由来します。”comitatus” は、王や皇帝の「仲間、側近」を意味する「comes」（英語の “count”、すなわち伯爵）が治める領地を意味しました。つまり、元々は「伯爵の領地」というのがこの言葉の核となる意味です。ノルマン・コンクエスト後にこの制度がイングランドに持ち込まれ、イギリスの行政区画の基礎となりました。
